The
following abstract is about a completed OMNI project. This
project summary offers insights into our expertise and value
we bring to our clients' efforts to improve their operations.
The
Ohmsett National Oil Spill Response Test Center, a unique
national resource managed by the U.S. Department of the Interior,
conducts marine oil spill response research and testing. The
Test Center's technical capabilities in oil spill response
research are unparalleled. However, operations and maintenance
activities were consuming Test Center resources at an inexplicable
and ever increasing rate, leaving no resources for internally
funded research and development work. In hopes of reversing
this trend, the Test Center asked OMNI to conduct an independent
review of Test Center operations and maintenance activities.
Based
on information gathered during the study and the expertise
of OMNI's performance management specialists, OMNI provided
a number of recommendations to improve the Test Centers
effectiveness and productivity. These recommendations concerned
the Test Centers organizational structure, communication
among managers, resource management, policies and procedures
for selecting projects to fund, and facility maintenance.
The
Test Center began implementing OMNIs recommendations
within one month of receiving the study report. Within the
first year of completing the study, operations and maintenance
activity costs were brought under control, and resources became
available to conduct research and development studies important
to the advancement of marine oil spill recovery technology
and capacity.
